and make no mistake about it, the city and county of san francisco are supporter of the united states military. san francisco fleetwood association is a nonprofit all volunteer organization that was formed to help organize and execute fleet week. and fleet week in 2012 like 2011 and 2010 has adopted a mission to promote the humanitarian assistance and disaster response missions of the united states military. we also, of course, will have the blue angels and the air show that comes with that. the ships will be coming in and the wonderful liberty call that the wonderful men and women in the armed forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are setting up what's called the shock trauma platoon, a field

we have american navy ships, united states navy ships, we have canadian ships coming in, coast guard ships. they all have to be put somewhere. and working out those complexities are the folks at the san francisco port. i'd like to call up monique moya. last year the united states released a new security strategy. most of you probably have not even heard of that, but i have to tell you this was a big deal. it was one of the fifth american security strategies that we have issued since the civil war. among the highlights of that security strategy was a strong statement that the united states had the highest economic and security interests in the asia pacific region. not in europe as has been for 100 years prior to that, than the asia pacific region. secondly, that we would maintain freedom of access throughout that region. in particular, we would maintain the sea lanes in that area, whatever the challenge might be. even as we reduce our defense budget, therefore we must maintain and would maintain a powerful navy, and that that navy would be charged with maintaining the freedom of those sea lanes. we had, of course, to be concerned as to whether there would be a challenge for that. we observed that the rise and shine has more energy needs for more energy than they can produce themselves, and to m

states. those of you who live in southern california are used to a phenomenon called the santa ana winds. when you take into account dry conditions, we're in the part of the year when those winds start to change directions, we do have the opportunity for significant fire events throughout the california area. so, with that, what i'd like to do is kind of focus our discussion on 3 major areas.. command and control, relationships and resources. with that, let me start off with the first question, we got a lot of discussion yesterday about command and control. i just wanted to give an opportunity for our panelists to talk about when a fire occurs within california and what is the system that you respond on in california and who is in charge of that fire and what happens when those fires grow into multiple fires as we've seen in 2003 and 2007 and how do you manage multiple fires and get the resources to the right place and organize that not only at the fire but the operations centers that support

states is not really experienced what i would call a global disaster yet. we have had disasters, i was in katrina on an urban search and rescue team, i've been in pretty much all major engagements as far as wild land fires in california, but if you look at a global disaster perspective where you have a hundred thousand victims like a tsunami or a large scale event, we have yet to experience that in this nation. i think the agreements we have here today and the relationships we develop today are going to be key to mitigate that. the other scenario that we are concerned with is a coordinated aerial incendiary attack by al qaeda. one of the things we've seen already in the european union is suspect of al qaeda starting fires in the eu if that happened in california in the right weather conditions, it would be disasterous and everybody in this room would likely be involved. but to go back, it's all -- for me it's all about relationships, it's all about communication and respecting each other's mission. we certainly appreciate our relationships with all 3 agenci

and i believe it is probably the most accessful base conversion in the united states. if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate national parks that i happen to be the superintendent of has now become after 40 years the second most visited national park in our country. we get 14 million people a year that come to our parks. it has spectacular coastline, includes muir wood, alcatraz, we get to tell the stories, stories about essentially what you and your predecessors did this this area. our headquarters, fort mason, was the fisherman's wharf area was the port of embarkation for the wars in the pacific. just this week we brought in a world war ii 16-inch bottle ship gun to the marine head lands to put it up at battery townsly which would have been the pinnacle of coastal artillery in world war ii. so, we now have a canon or artillery collection that spans in our park that spans from the civil war to the cold war, including a preserve 19-missile base. som
